Social Services give Rapist as Foster Kid

A foster couple adopted an 18-year-old hoping the teen would be a big brother to their two younger children.
Instead, he raped them.

The parents now are suing the social workers that failed to tell of the teen's past sex-related crimes. In this case, he raped their 2-year-old son and molested the 9-year-old daughter.

His past cases include:
* sexually assaulting a 16-year-old girl in 2008 while she was asleep.
* accused of exposing himself and touching a young boy in a care hostel in 2005.
* fired from bowling alley after parents found he was soliciting young girls' #s.
* allegations ago of 'sexually inappropriate behaviour' with a young boy.

The foster parents, from the Vale of Glamorgan, took in the teenager as an emergency case last year because he was homeless as part of a scheme called the Adult Placement Service.
